IRC Server on Virtual Server System

"Can a user set up an IRC server on their server space?"

Yes. Most bots can be run on the servers. If you use your IRC bots to promote hacking, phreaking, or other unacceptable/illegal activities, your IRC server will be terminated and your account may be disabled.

If you want to insure your IRC bot is restarted after a system outage (if one may occur), you can add it to your ~/etc/rc file.
